<p>another reason i hate cops is that they have nothing to do with their time. they have monthly quotas of speeding tickets that they HAVE to give out to people; so at the end of the month, random people get stopped for the most minor offenses; they have 8 hours of active duty at the local donut shop, and spend their time harassing black people and being worthless....holla</p>

Having a quota does seem rather stupid, but I guess whomever runs their departments figure that if they don't give a quota then the cops will just not do anything... which is also stupid.</p>

kchen, the debate will never end regarding quotas. But locally, it's not uncommom for several SJPD motorcycle cops to be positioned during the morning hours on eastbound East Santa Clara Street in front of Walgreen's, with a radar gun, trying to catch speeders. (commonly referred to as a speed trap) </p>

<p>While, they may not call it a quota, the SJPD probably anticipates issuing a minimum number of tickets at that location in a certain period of time. Otherwise, why would they allocate 3-4 motorcycle cops to handle the load?</p>

Best and the brightest? I think not. I've seen a quite a few people ask some seriously stupid questions (and whoever says there is no such thing as a stupid question, obviously has never trolled these boards) and say stupid things on the boards.</p>
