How realistic is it to get in-state tuition after 1 or 2 years & tuition assistance?

I’m stuck between Baylor and A&M, I’m from California and the other colleges I got into all seem a little meh to me and right now Baylor is cheaper due to a few scholarships I got. Currently A&
