How Strict is ILR on AP?

Their site says "The following guidelines show how AP/IB credits can be used to fulfill ILR requirements and General Elective Credit (GEC). A maximum of 12 credits of Advanced Placement work may be used for Cornell credit. Any additional AP course work can only be used for course placement purposes. Advanced Placement credit may not be used to accelerate graduation"

Do you think if I was still gonna take a full courseload 8 full semesters they would let me test out of more stuff? Im asking this because Im trying to figure out which and how many AP exams to take this may.

“Test out of” = “used for course placement purposes.”

Cornell also has their own placement exams for math (http://www.math.cornell.edu/Courses/FSM/ap.html); you don’t need the AP exam for placement, only for credit towards the 12 hour exam credit maximum. There are also placement exams for Chemistry, Comp Sci, Music, Physics, and foreign language.
