I'm from a low-income family.and i believe that I might be eligible for applying to the app. fee waiver. But how do i start?how much time is it going to take???

Contact the individual colleges you’re targeting. They may have different rules amongst them. Your guidance counselor should be able to assist you here too. Same thing with SAT/AP testing. Fees can be reduced/waived in certain circumstances.

I would say go to your guidance counselor first. He or she can get you the four application fee waivers from Collegeboard, which will be taken by almost all schools. You can also qualify for the NACAC application fee waiver. Some colleges have their own forms or requirements, so be sure to look around. It should take no longer than a week. Honestly, it will only take me a day.
