How to get in-state Tuition ?

My son has got US Permanent resident status (Green Card).
He completed his Grade XII from the UAE and is scheduled to join for Undergraduate studies in University of Maryland College Park in fall, 2017.
We (parents) are currently in the UAE (Indian National) and don’t have plan to migrate to the US in near future.
Under current circumstances, can anybody please suggest how my son can become eligible for in-state tuition in Maryland and can make use of his Green Card.

Essentially, the student must live, own personal property, and pay income tax in Maryland (plus a few other things such as vehicle registration and voter registration) for a minimum of 12 consecutive months. The student must be able to demonstrate that they are not residing in Maryland primarily to attend an educational institution.

Given what you have stated re: your personal circumstances, these requirements would seem to be difficult for your son to meet.

As a Maryland resident who helps to support the Maryland state colleges with my taxes, I kind of find it offensive that you are trying to get in-state tuition. My daughter can’t get in-state tuition at a Virginia college, even though we live right over the border from Virginia. In-state tuition is for those who live, work, and pay taxes in that state. (Unless the states work out an exchange program). Why should we subsidize your son’s education? He is welcome to apply and attend, but should not receive a discount intended only for the children of residents of this state who contribute to the tax base.

He might be living here, but you don’t, and that’s who matters when it comes to paying for college.

Just my opinion.

You will not be able to get instate tuition for your son. If you try to lie and be deceptive you and your son will be subject to arrest and prosecution. It has happened.
