I am thinking about applying to many state schools (some top ones like the UCs, Mich, UVA) and I was wondering if I could apply OOS, pay OOS tuition for one year while my parents move into the state with me, then would I get IS tuition?

CA, definitely not. Doubt it on the others but you have to do your research. The info is available on school and state websites.
You have very indulgent parents but no, you would have to move to that state and live there for a year without being enrolled in any college in order to qualify for in state rates.
so I would have to be accepted, take a gap year, then would I get instate tuition? @TomSrOfBoston

If you are accepted as an OOs student then your primary reason for being in the state is to attend college. most states will not buy into that. You would have to work and not accept any financial help from your parents during that year.
