What should I do to improve my chances?

You have already done a good job on those aspects of your application which would be hard to improve at this point.
If Dartmouth is your top choice, apply ED.
Taking the SAT a 2nd time in October wouldn’t hurt.
Work on your essay(s) over the summer.

The only thing ‘bad’ about your application is your rank… Try to make the top 10 percent and I think you’re a competitive candidate for Dartmouth… And of course, write amazing essays :)
