So last summer I worked at a job full time (35 hrs per week) resulting in about 300 hrs over the course of the summer, this summer I worked at the same job but only 60 hours over the course of the summer. Ik for the activities portion on the common app, you are supposed to average things out, however the average would put me at 162 hours across both years, which undersells how much I worked last summer. What is the best way I can communicate the accurate amount I worked in the common app?

It’s that you worked is what matters more imho.
Average it out, and in one of the titles/descriptions write ‘summer job 2022, 2023’ or something like that. You should have enough room.
If you had different duties in any way, you could just make two entries, if you have the room.
