If a university does not give specific instructions on where/how to send a LOCI, what is the best method? Should the student email the letter to the appropriate AO, or upload the letter through the portal as Supplementary Material? Don’t want to have it lost in the shuffle…

You might ask admissions at the school. But if you have a specific officer, send to them. You can upload too but I’d ensure it gets to a person and sending to the AO with a cc to the general admissions email address should accomplish that.
