<p>Email the admissions dept of the college in question and ask them if you can’t find the answer on their website.</p>
<p>International students are not eligible for College board or NACAC fee waivers. If you are requesting a fee waiver, you must send a letter from your counselor. Contact the college to find out how to go about requesting the fee waiver.</p>

<p>I don’t know about international students but within the US there has to be a raised school seal, so it has to be regular mail.</p>
