How to submit a teacher letter of explanation?

I was involved in a certain situation at my school and as a result my principal wrote a letter to explain it and put me in good standing. Would I add this as another letter of recommendation? If not, where do I submit this letter?

Is the incident noted in your academic record? Is information regarding it sent to colleges? If not, it makes no difference, unless it impacted your grades. The letter should be used as a basis for the recommendation written by your guidance counselor, who writes the letter based off of your record.
