Im a international student. I have not given TOEFL or IELTS tests, as colleges have mentioned that language tests are not required if you have completed highschool with English as language of instruction. Now, how does this proof of “language of instruction” is reached to college?Can I submit it? Should my college counselor submit it??
First, verify that the above statement is true for all the colleges to which you are applying, because it is not true for all. e.g. Cornell states:

Additionally, those that do give the exemption may require that it’s all 4 years of HS, so transfer students from a school where the local language is the language of instruction would not be exempt.
Now, if all your target colleges do not require TOEFL/IELTS from you, then your counselor can indicate that the language of instruction is English on the school report. In many cases, this is obvious, if your school is called the International/American/British School of XYZ.
