How to take the reading section?

This has been stumping me since the first time I took the test. I am not a particularly fast reader, and the first time I took the test (I had not prepared at all) I botched the whole reading section -- getting through only the second passage -- with a score of 24. This didn't mesh well with my 35 in English and 30s in science and math.

Since then, I have looked around to find out to take the reading section. The general consensus: there is no general consensus. My high school English teacher (who also taught an ACT prep class) said to just read the whole passage and then answer the questions. But Princeton Review, as well as other sources, tells you to mark up the whole page with dozens of little lines and notes -- and to read the questions first.

So what do you all believe works best? I'm particularly interested in those that earned high scores or were able to finish easily in the allotted time.

I personally dont mark anything... If the passage is an easy read, I might read the passage properly and try and understand it ( if its an easy read, then it doesn't take long for me to do this ) ...Otherwise, I just skim through the passage to get the general idea. Then, I proceed to answer the questoins and refer back to the passage... I got a 33 using this approach..
