I asked my best friend to write a peer rec for me. But she just had no idea about it. Although peer rec is optional in Duke, Williams and something else, it's required in Dartmouth!!!!!!
I hate that but I have to. One more college means greater chance. And I really want to go to Dartmouth!!!
Can somebody help???

You want your friend to let Dartmouth know something about you that is not necessarily evident from the rest of your application. This is an opportunity for the Admissions office to see you as flesh and blood individual beyond the transcript and list of activities. She could let D know the qualities that she sees in you that make you her best friend - what is special about you (not your academic ability necessarily, but other qualities that appeal to her). Wherever possible, she should support what she says by anecdote. If she finds you a compassionate person, or a loyal person or a person with great personal integrity (just some examples) she can state that but support it with examples from your shared history that demonstrate these qualities. She does not absolutely have to shy away from your accomplishments but should describe them in a way that reveals your personality or native abilities. It could be hard if she overthinks it - if she is your best friend, she should be able to come up with a sincere and well-considered evaluation of what makes you a person she admires and whose friendship she values.
