how would ELC affect admission into UCs

I am currently a junior hoping to apply to the UC system

However, their "ELC" or 4% plan only gives the credit of ELC to the top 4% of each California HS.

As most people had said, taking more APs n Honors Classes and getting a B in there would actully lower their GPA. Since the ranking system is all based on GPA of the class, and only top 4% would get this ELC, wouldn't this ranking system be unfair?

Suppose a student with no APs, but with a 4.0 GPA. They would get a higher ranking that a AP student with a 3.8 GPA. Would colleges consider this factor?

I currently have a

GPA: 3.97
10-12 Acad GPA: 4.04
Unweighted: 3.84

which puts me only at 94% of a big class (740)

This would be pretty bs if i don't get the ELC, I mean I know other students who have less APs with higher rankings and they get the ELC advantage?

Any ideas on how much this ELC would help?

if so chance me w/o this ELC
