Hows UW's bioengineering

I got in UCSD& UW, but I feel so complicated that which university I should choose. Im an international student, so UCSD's tuition is much higher than UW's. UW got me in pre-engineering but I chose my major as bioengineering when I applied. What dose pre-engineering means? Does it means that admission office hasnt dicided my major or I would choose my major in sophmore?
And UCSD got me in biochem/chem, which is by second choice, bioengineerin is my first chioce, I think it would be competitive to change major to bioen and majoring in chemistry is too bored.
Could you guys please give me some advice?

pre-engineering just means that your interest lay in the general field of engineering. It doesn’t mean you are in any particular major. Bioengineering is a sub-field of engineering. You apply to the major when you’ve met the minimum requirements.

Here’s info on the various ways you can apply for your major of interest

[Apply - Undergraduate Programs - Prospective Students - Education - Bioengineering -UW College of Engineering - University of Washington, Seattle](http://depts.washington.edu/bioe/education/prospective/educ_undergrad_apply.html)

UW’s bioengineering program is competitive. The average college GPA of students admitted to the program is 3.75 or 3.6 depending when you apply. How difficult is it to reach this college GPA? At graduation, roughly 10% of UW students in the sciences/engineering have a GPA of 3.7ish or greater (this is an estimate from the cutoff GPAs for graduating with honors).

If you declared bioengineering as your first choice major then you will be considered for direct admit. The program takes 12-15 students every year so it’s pretty competitive. The average GPA is 3.9 and SAT is at least 1400 (Math&Reading).
