After finishing my application for uc, this popped up: "After reviewing your academic record, we have determined that you are not in the top 9 percent of students at your high school according to UC calculations."
My class rank is 2 out of 33 and UC GPA is about 4.3.
My SAT reasoning test score is 2120.
Why am I still not the top 9%?

Sat scores affect your rank? Idk they might not count it since there’s only 33 people. Call them

Where is there a reference to whether or not one is in the top 9%? We did not encounter that on the UC.

Top 9% for UC purposes is determined by whether your UC GPA exceeds the top 9% threshold UC GPA set by previous classes at your high school. It is not based on your current class rank as calculated by your high school.

Perhaps the previous class had 30 students, with 2 of them having UC GPAs higher than your UC GPA (making you 3 out of 30, or 10%).
