I did pretty bad in high school. HELP MEEEEEE

I didn't do well in high school and I take full responsibility. I come from a VERY competitive high school in NY that has a great academic reputation. Unfortunatley, I didn't take advantage. Freshman and Sophmore year I didn't really care too much about school, getting mostly B minus'. Junior year I showed more interest and got A's and some B's. My Average for those three years was a lousy 83. Out of all possible times, THIS year I woke up and realized how important school is. I am currently getting all A's though senior year grades don't mean much. My ACT scores were average. 26 on Math and English and 24 on Reading and Science with an 8 on the essay. Needless to say, I didn't do well. I have solid EC's (Debate Club, FBLA, Babysitting, Dance, MC at cultural events, helped organize talent show, managed transactions and financial accounts for a business, as well as a few others). I am confident I can get great letters of recommendations. I doubt this means much but I have never received a detention or a suspension. I have shown my essay to numerous people including teachers and family members and they all said it was excellent. I would like to get into a good SUNY school if possible, I am also trying for a few others such as Hofstra and Rutgers NB. I have other schools that I am pretty confident I can get in into but, the ones mentioned are schools I am aiming for. Some people said I have a chance because my ACT scores are average and I have good EC's. People on CC said they have gotten in with similar scores. What chance do I have? What schools would you recommend. I really want to avoid Community College, not that there is anything wrong with the option, I just want to get a fresh start. Also, a few people have mentioned writing a letter to the college, explaining the reason for my poor high school grades and admit that it was my fault for not doing well in high school. Does that really make a difference in my chances? Thank You for the help!
