At UC schools “counted” has 2 meanings. One is units towards getting your bachelors degree. Those are capped. The 2nd meaning is towards satisfying requirements (GE classes, prerequisites for your major, lower division classes in your major). All the classes you take count toward this, no matter how many you have taken.
