My GPA is a 2.4 and my SAT was around 690. But I had taken honors and AP classes and joined a lot of extra curricular activities. Could I possibly get into ECU?
The average GPA is a 3.76 and average SAT score is around 1100. With your numbers, honestly, I can’t see you being accepted, but you never know. Good luck.

No, you must meet both the minimum GPA and the minimum SAT or ACT score to be eligible for admission. In rare cases, a campus may offer a student with extenuating circumstances or with a special talent a waiver from one of the requirements.”
Perhaps the extenuating circumstances part can be of assistance to you. If not, consider transferring after doing courses at your local community college. As a transfer student colleges typically don’t need your SAT scores they are only looking at your work at the college.
