I would strongly suggest Beloit as a safety. They have an excellent Anthropology department. You will have a hard time getting accepted to U of T or UBC.
Canadian university tuition for internationals has been increasing rapidly. I would expect the cost of attendance in 2018 to be around 50K USD by 2018 for U of T and 40-45K USD for UBC.
While Toronto, McGill, & UBC are fine schools, they are getting expensive. there are other Canadian schools that are also good and are often cheaper. Places like Western Ontario, McMaster, Dalhousie, York, & Alberta seem to seldom be mentioned in this site. Others are even cheaper

Completely agree. For Americans (who don’t have dual citizenship) there can be a very large difference in price across different Canadian universities. I haven’t priced out the full list in moooop’s message, nor checked anthropology at any of them, but it is a good list of very good schools.
By the way, while UBC has gotten relatively expensive for International students (including Americans), it has a great Museum of Anthropology which IMHO is a “must see” for anyone who likes anthropology and happens to be in Vancouver.
How about any of these as safeties:
Pittsburgh
Washington
Illinois
Cincinnati
Wisconsin
For U of T and UBC, if I just submitted my senior year grades, then when would I find out about admission/rejection? Before or after May 1?
Sounds like I just need to bump up what were my “middles to reaches” and make some insulation with less selective schools.
Though not something I would rely on, wouldn’t being an international student improve my chances because the Canadian unis would sweep up the 50,000 loonies I’d give them to attend?

For UBC I think that it might be closer to 60,000 loonies. I have no idea whether this will help your chances, but I think that your grades might maybe be just enough for UBC. Other than the price, it might be a good “reach” for you. I think that they will need your full high school transcript, although I am dubious regarding whether they will even look at your grade 9 grades. Of course you would send as much of your high school transcript as is available when you apply, then updates as your mid term and final senior year grades are available. In budgeting, be mindful that exchange rates may vary – the loonie was on par with the US dollar not all that long ago.
Regarding the timing, it might depend upon how easily you get into any particular university. My younger daughter is a high school senior in the US and has heard back from everywhere she applied in Canada, has gotten scholarship offers, has accepted one offer, and is signing up for classes. I am pretty sure most acceptances came back right after we sent her mid term grades (one was earlier). Obviously this is without her final high school grades being ready yet. However, she was not “borderline” for where she applied (or for anywhere in Canada).
For an American going to university in Canada, the advantage of UBC, Toronto, and McGill is that they have a strong reputation in the US. Thus assuming that you return to the US immediately after graduation you will have a degree from a university that people have heard of. Otherwise, there are quite a few other very strong universities in Canada, but most are not well known in the USA. Given that your grades might be on the borderline for the top Canadian universities, the next tier might be more of a match rather than a reach. Dalhousie (Nova Scotia) and Simon Fraser (British Columbia) are two examples of very good universities that offer Anthropology degrees, and are significantly less expensive for Americans compared to UBC. I haven’t checked their Anthropology programs out in detail.
By the way, you mentioned an ACT of 29. Given that you are a Junior, will you be re-taking this, or taking the SAT? If either, preparation classes and/or tutoring can make a difference.
Remember to factor in the Canadian dollar exchange rate when computing prices. Also, I forgot to mention Queen’s University, which is also very highly thought of.
“…Queen’s University, which is also very highly thought of.”
I am not sure whether OP’s grades will be sufficient for Queen’s or McGill. Otherwise both are of course excellent.
You might hear in January, or you might hear in May. Canadian universities have a June 1 response deadlines, so some decisions don’t come out until May.
U of T and UBC have plenty of international applicants. International and domestic applicants are considered in different pools. In some programs, the likelihood of admission for internationals is 1/3 that of domestic applicants.
