I don't understand how the housing app timing works

I know housing apps open tomorrow, but I don’t get their idea of “first come, first served.” Is it actually based on the order they receive the complete packages in the mail? Is it then better to overnight it? Or is it based on when you finished the online application, as long as they receive everything from you promptly? Or is it some combination of the 2 - ie, you were 10th apply online, but 15th piece of mail received, so you’re behind someone who was 12th/5th… arghh… I don’t know anyone would sort that out… Does the method of payment affect your order? (Online payment vs. mailing a check.)

Also, in a related issue, what happens if you Accept admission (because you have to in order to get housing) and then you change your mind and go somewhere else? Is it possible to tell 2 schools yes in order to give yourself more time to visit and decide?

Technically, you can accept the offer from two schools. Just don't submit your payment and transcripts to the University and you'll probably be considered as a student who just left (re-applying or going back to the university after that would not look good, they probably would deny you the second time around).

As for priority, priority is given to the student who pays first. So its first come, first served by when you pay.
