I don't understand why there's a 'Free-Waiver' Option on the 'sending score report'

<p>... I am trying to send my scores to a few Universtiies, and I realize that there's a free waiver section. I do have a free waiver, but whenever I ut in the code, it still asks for the $9.50 needed to send my score to a particular school..</p>
