I feel discouraged about my chances...

So I am a senior this year attending a private school in Georgia, and a few days ago I went and met with the counselor to talk about senior year, graduation, and college. Right now my top 2 choices and really the only 2 I would be happy attending are UGA and GA Tech, but she pretty much told me I don't have a chance in hell of getting into either at least not EA. I feel terrible now like I'm going to end up (no offense) somewhere like GA State or GA Southern where the lower end of my class of 80 is going. Here are my stats. Do you agree with my counselor?

GPA - 3.68 unweighted because I had one "C" in 9th grade honors Algebra. Hopefully and most likely this will be at least a 3.7 before the end of senior year because I've made all "A"s since 9th grade.

SAT - Right now my scores are 560 CR 650 M 690 W = Overall 1900 I'm retaking this the day the UGA early action application is due so they will see my score on the 2nd one which will hopefully be over a 2000.

ACT - I had a bad day when I took my ACT at UGA and because of that I made a 25. :(
I'm retaking it next weekend at a different place and will hopefully make at least a 27.

Rigor of Courses - My school offers 10 AP classes, but they really only let about the top 10 take them. Because of this I've only taken 1 by the end of my junior year and I made a 4 on the exam, but I'm taking 2 this year. Alot of my other classes are honors. The average number of APs at my school is about 3 because half the class doesn't take any while the top 15 take around 5/6.

Class Rank - Right now I'm number 20 out of 80 students because it is only based on GPA and mine was destroyed by that one class in 9th grade as mentioned above. This is for junior year though so I may be a little higher now.

Extracurriculars - I'm part of many clubs; Beta Club, NHS, Key Club, Student council/government, Spanish Club, Chess Club. I was the president of the Chess Club in 9th and 10th grade, an officer in Key Club 11th and 12th, and a representative in Student COuncil 12th grade. I don't have any work experience because I put all my time into academics and clubs and to be honest I don't need money because I've been saving for like 6 or 7 years.

Other - Just random facts that may or may not help or hurt my chances. I'm a white male, in-state, I want to study Engineering, my brother is currently attending UGA in the class of 2014 and my uncle graduated from UGA in 1989.

Do I have any chance at all or is my counselor right and I should just give up all hope of getting in either? Thank you so much I'm very distraught by the whole ordeal.

I feel as though the SAT is more for you. Yes, you do have a chance. Did CC make you distraught? Standards here are pretty high so it may make a lot of students crawl into holes after seeing 2400s/4.0s. In reality though, I’m pretty sure you have a chance of getting in. Do submit your SAT scores instead of ACT.

You definitely have a chance! Just get your SATs up a little!

I wasn’t aware that UGA rejected anybody. (Well, they do, but you know what I’m saying) Don’t get too worried! Just because you had one C freshman year doesn’t mean that you’re chances are over. The admissions people will know.

Also, how does one C get you a 3.62? I got a C and multiple Bs and my GPA isn’t that low.

I disagree with your counselor, I wasn’t aware UGA or GT was that hard to get into in-state. I think if you get your SAT up higher, you shouldn’t have too much of a problem getting in either school. As of now you are a little iffy for GT but for UGA you should be able to get in.
