If you cannot afford it, it is NOT your dream school.
If you want bad weather, plan a vacation to the Northeast next winter. If you want the excitement of a big city, go visit.
You could always apply and get into Southern Oregon University, where there’s the Shakespeare Festival, and plenty of rain. It’s in WUE so it wouldn’t be too expensive.

The academic level isn’t anywhere near UCSD, UCSB, or Chapman though.
If you don’t like UCSD, you still have UCSB or Chapman. Chapman in particular has a spectacular new Performing Arts center and a great theater program. I can’t imagine turning it down because of weather that’s too sunny…
Or, if you want snow, you can apply to Beloit, it’s a quirky school in Wisconsin.
Or, even better: attend Chapman, save on money - have your parents use the savings to send you anywhere with snow or rain for Spring Break, and/or for a Study Abroad in Edimburg (capital of theater during the Edimburg festival, and very rainy, although there’s also the Avignon Festival, which is in Provence, so more sun…)
