Yes, I do think you have a chance. But, I'd like to see some WOW factor, and I don't right now with what you have posted. Some people call this wow factor, a "hook".
Your rank is fabulous and will definitely play in your factor. But keep in mind, every high school in every town/city/state across the country has a #1 ranked student. OOS admission to UVA is very competitive, and now that they are common app., word of the street is that, that is even more so now.
How you stand out in the eyes of the adcom will be the ultimate factor that settles your chances. I suspect though, that if you are smart enough to be #1 in your class, you are smart enough to be keeping your cards close to yourself, so that you maintain anonymity.
Write some fabulous essays; dare to be quirky and different. Stand out. UVA has a rep for taking the essays very seriously, and I like that about my school. If you are able to stand out, I think you have the qualifications to get in.
If I had to bet $100 about your chances, I'd say you are in! Best of luck to you.

No, not a mistake in your thinking. You are right to have some concerns; UVA from OOS is VERY difficult to tackle. However, the initial question was/is "do I havee a chancee"?
I think the OP does have a chance.
Will they get in? I don't know. But they have a chance. This person has an impeccable rank, showing that they have truly excelled vis-a-vis fellow classmates. SAT's aren't perfect, but they are very respectable, IMHO. My scores, certainly, were good, but not perfect either--just like OP, and I'm from OOS.
I don't know if I'm right, or not, in my thought process, but I truly think that there are so many students with great numbers. What will separate those from others>>will be how they present themselves in the essays. UVA takes the essay element of the application process very seriously.

i see where ur coming from ivydreamin, thanks for the honesty. my sat scores keep have been giving me wikid bad anxiety about all my applications lol..but im gunna retake them and see if i can do better.
and thanks alot for the insight powderpuff!! im hoping that my transcript will carry more weight than my SAT scores and i am really working hard on my essays!
