I have a bachelor degree from China, can I transfer to university in US from CA community college?

  I am an international student who have already enrolled in PCC right now. But also, I already got Bachelor of Science in Management Information Systems from China. 
  I want to ask that can I apply to transfer university after two years in this situation? I know some of the university don’t allow second baccalaureate. I just want to start over again. Also I want to change my major to CS, I only want to change my major and start over but not saving time or monty to get a Bachelor degree by using my first degree. Also, which university does not has this kind of rule, could allow me to apply to transfer-in?
