Maybe try the ACT to see if you get a better score?

My son has some very similar stats to yours for comparison purposes.

Extra curricular: math honor society (President), national honor society, Spanish national honor society, Director of student run plays, President of Key Club (Community Service Organization).

By the time he graduates, he will have 5 AP classes, 3 college courses, and 7 honors classes competed.

Schools:
Northeastern - Rejected

BU - deferred from EA, and still waiting
Villanova - deferred from EA, and still waiting
SUNY Bingamton - deferred from EA and now wait listed for RD

Fordham - accepted with minimal scholarship
Hofstra - accepted with 70% scholarship
St. John’s - accepted with 70% scholarship

Loyola - accepted with scholarship
Susquehana - accepted with scholarship
Quinnipiac - accepted with scholarship
Fairfield - accepted with scholarship
Marist - accepted with scholarship

I was very surprised about his rejection and wait listing.

UCLA/UCB and UCSD will be tough admits for BME with current stats however outstanding essays and some unique EC’s may make a difference but too hard to predict. Since you are OOS, make sure you can afford the costs since no FA is available. You need to bump up GPA and test scores to have a decent chance.
Good luck

Son has similar stats. Had great ECs and two awesome recs. He was deferred at northeastern and then accepted to NUin. Accepted to Fordham, LMU, SCU, Temple among others. Honors at Temple. Very high merit at LMU and SCU. If you are depending on merit aid, you might need to add a few more schools that aren’t reaches. Good luck!
