I applied to Penn State Early Action in mid to late October as a actuarial science major. My GPA is a 3.5 sat is a 1310 and I haven’t heard back yet. Should I just expect a rejection or deferral at this point because alot of people are hearing back

No. The only time to worry about a rejection is when you get a rejection. Penn State does not give decisions in order of application, and they don’t do all majors in batches either. So it’s random. You should hear soon if you applied in October.
