I need help please! [friend in Australia]

I am a senior in high school and my best friend (a senior as well) moved to Australia about a year ago. He was originally from Australia but moved to the states during our freshmen year. He is a great student and can do well in class, but he found it difficult to adapt to the very different (and may I add more difficult) academic schedule here in the states. At the end of our junior year he decided that the work load was too much and decided to move back to Australia. Although he did not graduate from my high school, he did pick up a GED before he left, along with taking the SAT (1900). Now he is living on his own in Australia, working a few jobs here and there and trying to make a living. Today, the tertiary offers from the VTAC system were released; he didn't get one. I really have no idea how the Australian application process works, but from what I have read so far this flat out means that he did not get into college, and there is no way for him to go this year. I am very worried for my friend; he has been trying hard and saving money for college, so this rejection is devastating. He needed college to put his life back on track again after his time in the states derailed him. Please, if anyone could clarify on the Australian application process or suggest any next possible steps he could take, it would be greatly appreciated and hopefully it could put my mind at ease.

Thanks for your help in advance and God bless.
