So due to failing my Film class (Art class), my average plumited, but my academic classes are between 80s to 90s. Does this affect my college application?
Ps. Im not applying for colleges related with film or anything related with the Arts.
Your life is not over. Your career as a film maker might take some effort to revive, but it sounds like you would prefer other options anyway.
I think that with grades in the 80’s and 90’s, and one F in a film class, you will have many schools to choose from. The top 50 schools or so are probably not possible, and the next 100 or so might be reaches, but there are thousands of universities and colleges in the US and most of them will still be available to you.
Definitely when the time comes look for universities that are compatible with your overall GPA and your SAT or ACT scores.

What year are you in H.S.? Where are you looking? I know the CA public universities include an Arts course in their admission requirements, so this could be a problem, but, no, your life isn’t over. I doubt anyone could claim a much worse secondary-school career than my firstborn. His college career has been a little bumpy, but he’s on track to graduate from a respectable and respected university with about a 3.5 GPA (low for CC contributors, but beyond our wildest expectations based on his K-12 academic performance).
You are clearly a dramatic person. Perhaps switch to acting;-)

My GPA should be around 1.7 to 2.0, im trying to apply for colleges in NY, im a Junior, im still undecided, and im currently studying for my second SAT.
Go to a CC, get serious about your grades and transfer. It will save you a lot of money in tuition… Alternately, a directional university.

How can three years of classes with A’s and B’s get to 1.7-2.0 GPA? One single 0/F can’t turn 18-21 classes at A-B into such a GPA.
(4-year colleges typically expect a B average, so, 3.0 or thereabouts, some may admit you with a B- average but there aren’t many 4-year colleges for C students. They exist, but they’re often expensive. What’s your budget?)
You can attend community college for free if you schedule 15 credits of general education classes, that’s probably the best path for you.

Possibilities if you can bring your cumulative GPA back up to 2.5-2.6: SUNY Morrisville, SUNY Farmingdale, SUNY Cobbleskill, , Mansfield, East Stroudsburg, Cal U, Shippensburg, Canisius, Centenary NJ, Keystone, St Rose, Fairleigh Dickinson, Penn State/Abington, Penn State/Greater Allegheny Penn State/Wilkes Barre.
If your cumulative GPA gets back to 2.7- 2.8 by the end of the 1st semester: Gannon, Hartwick, Bloomsburg, Millersville, DeSales, Ursinus
