I wanna transfer from Texas A&M to UT austin

I am a freshman at texas A&M, but I want to transfer to U of Texas---Austin. I applied last year and got CAP admittance(go to UT san antonio for 1 yr and i get automatic admittance), but i declined it.
One of the essay questions is the same exact one as the one i did for them last year. Would it be fine if i reused that essay(maybe fixed it up a bit) and sent it to them or should I write a new one?

Also, one of their essay topics is:
The statement of purpose will provide an opportunity to explain any extenuating circumstances that you feel could add value to your application. You may also want to explain unique aspects of your academic background or valued experiences you may have had that relate to your academic discipline. The statement of purpose is not meant to be a listing of accomplishments in high school or a record of your participation in school-related activities. Rather, this is your opportunity to address the admissions committee directly and to let us know more about you as an individual, in a manner that your transcripts and other application information cannot convey.

^ In the essay I discussed my move overseas and how it was a valuable experience. What else (if anything) should I discuss?

Lastly, I would like to ask if it would be better to apply for Summer 2011 or fall 2011 semester? Which do school usually have more complicated applicant pools?

What’s your major, GPA, and extracurriculars, kid?

And, Fall 2011 is your best bet.

Im in general studies now, taking engineering pre requsites. I have a 3.4 so far.

Okay, that’s good. Tell me what your major is so I can somewhat predict your chances are. Depending on the school you’re applying to at UT-Austin, your chances can be either pretty good or pretty bad.

For example, if you’re major is in the College of Liberal Arts, such as psychology or political science — a 3.4 GPA coming from in-state is pretty good.

If you’re majoring in Engineering or Business — then transferring to UT might be a reach.

It all depends on your major, really.

It’s better if you write a NEW essay explaining why you want to transfer and why UT is the best school for you/what it has to offer. Also, you need to explain in your essay what YOU have to offer to UT as well.

Im thinking of applying to General studies as my first choice, and Engineering as my second.
I am currently an undecided major. So in my essay about WHY I want to go to UT, would it be fine to mention diversity and how my move overseas got me to want to be around a diverse population like that at UT, rather than the undiversified population at A&M. Or would that be bad mouthing A&M?

and my extracurriculars list in highschool was thick, but in college I have none :s
