I am really confuse about whether i am an international student or not. I was born in the states, i.e. i've got permanent US citizenship. But i have gone to China since i was 2 and i am now studying in high school there. The issue is, when i was applying for UT austin, it doesn't allow me to apply as an international student if i have a US citizenship. But i still need to take TOFEL and i almost know nothing about the states. Really need help please! Thanks.

You are not an international student; you are a US citizen who has gone to school abroad. You will be considered in the same pool of applicants as any other US citizen; you will be eligible for any financial aid (it’s much harder for internationals to get financial aid); you are eligible to apply for Federal loans or grants.

Your best bet is to e-mail the appropriate admissions counselors at the various schools to which you wish to apply and ask them how to explain your situation on your application.
