I’m unsure about the concrete definition of the letter of continued interest – if I send one, am I obligated to attend in the case that I’m accepted? Are there any consequences if I don’t?
I’d also like to ask if there are any past cases of going from deferred to accepted without the help of a letter.

No. You will be free to turn them down, they already had their chance with you for a binding decision.

You are not, since RD is not binding. However, if you wouldn’t attend Brown 110% (barring extenuating circumstances), I wouldn’t recommend stating that “if admitted, I will definitely attend” (or something similar), since it’s a moral gray area. I’d recommend just stating something more generic such as “I would be delighted to be admitted to Brown” without outright stating you would definitely attend.
