I was told to pay or withdraw my Application.

Last year,i applied to Duke as an international transfer applicant and i received this email.
"
Dear International Transfer Applicant:

Thank you for your interest in Duke University! We look forward to reviewing your application.

In our database, we have you listed as an international student who has requested financial aid. If this is incorrect, and you are a US citizen or a
long-term permanent resident, or are not requesting financial aid, please let us know by return e-mail.

We are contacting you because we do not provide any financial aid to international transfer applicants, as stated clearly on our Duke University Admissions website.

You may change your status to not requesting financial aid, or we will need to withdraw your application.

Please respond no later than Monday, March 21. If we have not heard from you by Tuesday, March 22, we will withdraw your application, and you will not receive an admissions decision from us in May."
Is this normal?

Yes, as the email says, international transfer students are not eligible for financial aid. If you do not change your designation to not applying for financial aid, then you have failed to abide by one of the conditions of applying for transfer as an international student and thus your application would be considered withdrawn.

This is very normal and Duke has acted appropriately. Nowhere does it say you must pay them right now, you just can’t apply for financial aid.
