IB or Running Start?

See, I totally screwed up my freshman year and failed a couple of my classes.
Right now I just started sophomore year (High School) so I'll be a junior next year. Should I do IB or Running start? I heard Running start takes off two years of your college debt, but I don't think I have a chance of getting into UW from running start with my grades from freshman year. The way I see it, unless I do IB there's no way I can get in.

First Semester-Mostly Bs with two Fs.
Second Semester-Straight As except for an F in P.E.

But I heard that UW is extremely expensive. So saving all the money I can would be great.

For those of you that don't know what Running Start is, it's a program that lets you go to a community college for junior and senior year. It also takes off two years off your college debt.

Every situation is a little different, but if it were me, I would do running start. UW has a holistic admissions process, so while grades are important, a steady trend of improvement and rigorous course load will look at least as good (if not better than) someone who got straight As through high school classes. Monetarily, it’s a no-brainer. Save yourself the $25k+.
