This question appears on the second sparknotes practice test:

The teachers strike continued(A) until someone came up with(B)

a plan where(C) the union could work out its(D) differences with

the school board. No error(E)

The error is in 'C' which is fine , but what about 'A'? Shouldn't it be Past Perfect ' had continued ' as it is an action that occurred before that someone came up with an plan?
