Identifying Sentence Errors - Confused over a certain question

<p>The error is in 'C' which is fine , but what about 'A'? Shouldn't it be Past Perfect ' had continued ' as it is an action that occurred before that someone came up with an plan?</p>

<p>No, it’s just C. While A could be “had continued” there is nothing incorrect about just “continued”</p>
