(Even when) Barbara Jordan put questions (toward) a political nominee, her elegant (diction evoked) in listeners (memories of) her eloquent political speeches.

the error is in toward...but what would be the correct idiom to use in this case"?

I believe that it should be “to” instead of “toward.” When you think about it, toward doesn’t really make any sense in that context. “To” means that the questions are being posed TO the political nominee. “toward” means “heading in the direction of” while “to”, in this context, signifies the questions being posed to the nominee, which is desired. so B.
