So, only some schools use IDOC? And the rest you just have to send 2007 W-2s and tax returns? Can someone please explain this process to me?

Yes and yes. And yes, I guess (poem). Some schools use IDOC. College board has a list of these, somewhere. If I remember correctly, you send the same things to IDOC as you do to the schools themselves (tax returns, etc.) Then IDOC processes them and sends their report to the schools who use their services. Also if I remember correctly, when you fill out the CSS it lets you know by little footnotes which schools use IDOC. Check the fin aid sites of your schools to be certain what you have to send. Or call them. That's what I can remember. Maybe others can explain further.

I've read about being selected for verification and IDOC many times, and although I was not selected this year I have many more years to go, so I want to see if I have this straight.

If you are selected for verification some schools have you use IDOC while others just ask you to send all your information directly to them. The school my son may attend has everyone who applied for FA send all their taxes etc to them, so in this case, the "verification" doesn't really mean much. Is this correct?
