If colleges requires 1 recommendation but allows 2,does it look bad if I only send 1?

<p>Sorry for the terrible question, word limit.
So I'm having LOTS of trouble with one of my recommenders but its already kind of late to ask others. I have another one who is doing it for sure, but I was wondering if it looks bad if I only send one since they gave me the chance to send two?</p>

<p>Keep in mind that it is the MINORITY of people who send in the optional recommendation allowed. You are in the MAJORITY if you send in only one. Don’t fret.</p>
