<p>If you're deferred, your application is automatically rolled over into the RD pool. You do not resubmit it. If you want to sumbit additional information that's not on your application (new awards, a letter explaining why it's a perfect fit, etc.) go ahead and do so. But the application is the application; you can't change it.</p>
<p>If you're rejected in the EA round, you can't submit anything else; the decision is final.</p>
