If rejected from a UC, do they offer you a spot at another UC campus?

I applied to UCLA and I haven’t gotten my decision yet but I was wondering something. I’m from Texas and at UT Austin you can be rejected but they offer you a program where you can go to one of the other UT campuses for a year and then go to UT Austin. On the UCLA website it says that “Most students denied by UCLA are eligible to gain admission to at least one of the other UC campuses”. Does this mean that even though I only applied to UCLA, I would be able to go to another UC if they reject me? Sorry this is so wordy. Thanks to anyone who answers.

@Kierstyn: The UC’s have ELC which means you need to be a California HS student that is in either the top 9% of the HS class or top 9% of the state. You are from Texas, so ELC is not valid for OOS applicants.

ELC students will be offered a spot if room is available at UC Merced (default campus) if they are not accepted into their choice campuses. As a California ELC eligible student, you cannot choose which campus is your default campus.
