<p>I don’t think 31st or the 1st have any difference. They won’t reject you based on that.</p>

<p>The last second to submit your application is the final second of January 1st at 11:59:59 - one second before the clock turns 1/2/2011. It has always been like that. Hope that clears it up.</p>
