If a person applies to a school with an Early Action or Early Decision option and receives a deferral, what happens when s/he applies Regular Decision? Does everything have to be resent, and are any new items required? Does the school ask for another application fee?

No, you do not have to reapply. If you choose to, you can send a letter to the area rep with updates, additional awards, etc., sometime around valentine’s day. You can also send an additional rec if you think it will help.

OK, thanks. Just wondering, is this the same at all universities in the US, or do some have different policies?

It’s the same at all universities. A deferral just means they put your application aside until RD, where they consider it again.
