As you will see your ACT and class rank give you a "good chance of admission" to the college of engineering. Also, that college gives you a plus factor as a minority since it considers women to be a minority for engineering. Thus, your chances are pretty good. You will, however, need to write good essays, particularly the one relating to your choice of college and major. Also, be aware that within the college it is harder to get admitted if you are applying for computer science, computer and electrical engineering, and mechanical engineering than other engineering majors because those majors get more applicants than the other engineering majors.

Are you from a competitive high school? UIUC relies almost solely on class rank and SAT I scores for admissions, but will give a slight boost for attending a competitive high school. Also, CS/ECE (and ME to a lesser extent) admissions is harder than the other Engineering majors, so which one are you planning to apply to? Your stats would put you at the bottom 20% in class rank and the bottom half of ACT scores of entering students, so it's a tough call.

what if your school doesnt rank? do they have to give more emphasis to SAT or do they just have to kinda guess?

For schools that do not rank, Illinois looks more heavily at GPA, difficulty of course load, and its knowledge of the particular high school to try to estimate class rank.
