<p>Not sure about CA, but if it helps if you’re from a country like Marshall Islands, Malta, or Saints Vincent and the Grenadines.</p>
<p>To be honest, I doubt it. There are tons of kids applying to top colleges ( including Cornell’s ILR program) that are California residents.</p>

<p>not for places like OH and CA. don’t think the in state reduced tuition means it’s less competitive for OSSers; the percentage of applicants applying from in state usually matches the percent accepted from in state, so OSS has the same “chance” of getting in. a big state like OH or CA won’t be underrepresented, so you won’t get the small boost someone from a place like montana or alaska is going to get (this is true for most colleges except those in, well, montana or alaska).</p>
