I'm a Permanent Resident. Do I need to take the TOEFL?

I just became a Permanent Resident after doing the interview at the American Embassy. I was born in Japan but I grew up in the United States and lived there for ten years. I moved back to Japan when I was 10 and I have been going to an international school (American education system and English instruction) since then. I want to go to college in the US after I graduate High School.

Do I need to take the TOEFL?
Do most schools allow me to not take the TOEFL if I am a Permanent Resident? Or do they only look at where I went to High School and not exactly what I can speak?
