<p>USC recently sent me a letter asking for my 2nd semester grades in order to make a final decision, would it be more polite to send my transcript and wait for a decision and then decline if I am accepted or send them a letter right now and notify them of my decision to attend Michigan next year so I don't waste any more of their time?</p>
<p>Probably just don’t send the grades and leave it at that. I don’t think the admissions people will be offended if you don’t send them a nice letter.</p>
<p>you don’t have to do anything. even if you decide not to stay at Umich and want to go to USC after frosh - they wont put your name on some blacklist saying you didn’t politely declined an offer. don’t worry about it. you’re one of 2.5 million other frosh out there - you’re not that significant</p>
