I'm international student: please help me get into the right track

I'm 23-year old international transfer student. I'm right now holding a 3-year diploma in computer engineering from Polytechnic (Singapore) and i would like to transfer to US university to get a Bachelor in Computer Science.

But i do not want to carry on another full 4 year to get a degree. I would like to get my previous credits transferred and i expect 3 years to go.

I do not want to choose the schools anyhow. I do not want to waste my time & money for a worthless degree. I prefer reputed, prestigious & quality schools. (unfortunately, my budget is less than 30k. :( )

I have two options to choose.
option 1) Directly go to san jose state university
OR
option 2) Go to Cuesta college and transfer to CalPoly SLO.

Right now i feel like in the middle of nowhere. I'm totally lost. I personally prefer option2, but i'm afraid i could not get many credit exempted. Moreover, is it 100% sure to get into CalPoly right after Cuesta College? Would my 2-year working experience in the related fields be helpful? Any internship Opportunity?

Tell me which one would be better option to choose and what i'm supposed to do?

I have no one to ask for the advice. PLEASE someone here help me!! i need advice badly.
