and, what are my chances of getting into:
UVA
U of Washington
U of Maryland
NYU
Washington College

Those are some very vague stats. What are your ECs? Is that a college prep GPA or do you take mostly honors and AP/IB?

I go to a pretty shabby public school-- There are only 2 honors classes, which I'm taking. I will take classes at the local CC this summer and most of the school day next year (I'm a junior)
ECs--
Scholars' Bowl
Student Council
Tennis
Church
Student Broadcasting
Yearbook Staff (hopefully)

is "reach" a nice way of saying no chance?

No one has "no chance." You have a very, very small chance for UVA, and you need to be prepared for that.

Work on bringing up your GPA, test scores. Your ECs look fine (just show commitment in them).

For NHS...do they send you another invitation if you get above a 3.5 sophomore year or is it based on cumm.?

At my school it's cumm.

Okay, UPDATE:

ACT composite 31
English 32
Math 25
Reading 35
Science 30

does that change anything?

cumm for nhs... and its not like you're in nhs and you could get into those schools, it really depends on your stats

i think depending on your committment to your ec's it'd be a good hook

but i wouldnt apply to uva or wash & mary... they're competitive schools that would usually need a gpa above that of an 88 to get into

university of maryland is probably a reach/almost match - if your bring your gpa up

"but i wouldnt apply to uva or wash & mary... they're competitive schools that would usually need a gpa above that of an 88 to get into"

let her apply, she has a chance juts like everyone else
